Foundations of Rugby Governance

In 1888–89, A.J. Budd and G.L. Jeffery, both Blackheath captains, formed the London Society of Referees. Furthermore, their leadership helped formalise rugby’s early administration. Additionally, the following Easter, Percy Carpmael—another celebrated captain—founded the Barbarians touring side. ‘Cherry’ Pillman, an England international, helped restore the Club’s fortunes after WW1. As a result, his leadership revitalised Blackheath during a difficult era. His brother, R.L. Pillman, also played internationally but did not survive the war.

The “Pocket Hercules,” a brilliant scrum-half for Cambridge and England, captained Blackheath in 1926–27. He died tragically young, yet his impact remains significant. In addition to these legends, Cyril Nelson “Kit” Lowe stands as Blackheath’s most capped England international. He earned 25 consecutive caps between 1913 and 1923. He also shot down nine enemy aircraft in WW1. Consequently, he inspired the fictional pilot “Biggles” created by Captain W.E. Johns.
